Hanigan is looking for a blue sweater and cannot find it. Benson comes over and tries to console her, kisses her on the forehead, and that leads into the kiss.

Trust me when I say this, I am not exaggerating when I say that this episode is the best hour of television ever produced on any network. When you see the episode, you will agree with me.
Even though this was the first on-screen kiss between Alyson and Amber, if you count off-screen (implied) kisses, it was their third.
I read on one of the Buffy fan pages that Joss Whedon snuck the scene into the episode at the last minute and also fought with the WB to keep the kiss saying, in effect, "I don't care what has to be done, the kiss stays!" For that, and a whole lot more, Joss Whedon is GOD. The best part of it is, it was not mentioned in any of the promos, ads, message boards, or spoiler pages that I usually look at, so it was a nice surprise to see it included.

It's said in the review that it's their thrid kiss if you include implied offscreen kisses. While this may very well be true, I don't think you can really put it as a fact because it is open to interpretation. Personally I think they first had sex during Season 4, episode "The I in Team", so it's kind of likely that they'd kissed a few more times than three!
